I have an brand specific offer I want to promote. When I enter the term into GKWT it gives me a cost per click. The CPA network however says no search traffic and when I type in my search term no other ads pop up. Are those CPCs for G's content network?

I am not sure if I understood your question. But even if there are no other advertizers for a keyword, it does not mean that your CPC would be 1 cent. The usual Quality Score stuff comes into play. As far as CPC of a keyword is concerned, those are for search and not display, since you also have the option of paying by per 1000 impressions on the content network

I have a search term I entered into gkwt. It came back with an estimated CPC of $0.23. When I type that search term into G only one ad (paid search) comes up at the top, from the actual company itself Allstate Insurance, let's say. When I went to my cpa network to get the offer, it says that you cannot use search traffic (adwords) for the offer but display was ok (content network). So would that $0.23 per click be the average over content and search traffic. OR just what the advertiser is paying to have their one ad show up?

How this clears up my question a little!
