Adwords campaign problem ( Gambling Certificated requested for a Sports Picks Website )

Hi guys,
I currently opened a sports picks website. I offer soccer & other sports picks for an exchange of a small fee. However they requested a gambling certificate and I don't understand why. I have no connection with casinos or any of this stuff. I am a simple guy who offers consulting in exchange of a fee. I see TONS of similar websites running same campaigns in all countries. There are countries that don't require gambling certificate and there are some that required. However I wanted to start with all the countries that don't required gambling certificate and I got rejected exactly for that reason.
Can anyone help me solve or at least give me some ideas to to approach this problem?
