I tried a separate landing page with another hosting and aa clone of vendor page //

And tried to add this new site in to adwords but still it is diaproving for reason ( site policy )..
what the hell adwords ..??.

please give advice how to approve add 1st ...this campaign //

Get some OG content and post it on a new domain with good hosting, I recommend buying an aged domain with at least 5 years on it. This will give you a good quality score. Goodluck.

Age of domain definitely affects QS, not substantially, but an aged/known domain will help you build it MUCH faster.

To answer the OP question - Site Policy usually means the privacy policy and/or TOC on the site is not found, or up to standards to run adwords (similar to adsense).
