Step 1) Create link velocity in such a way that Google gets the idea it's a big deal: a barrage of press releases, a few links first day, twice as many links built and indexed second day, double again for third, etc. Think of it as How would you construct a news event?
Step 2) Diversity, diversity, diversity of links: press release, forum, blog comments, in text, profiles, social media, etc.
I try to make social media links my very first ones. Google+ is the best one to start with.
