Bad web 2.0 site: webgarden.com - It deletes articles with links.

First, Best Luck for your Journey. Why not Build 1 Multi Niche Website (Authority), which have More chance for getting Good earnings. 1000 Monthly search is low for Good ROI.

Still, the money site is stuck on #15-#18. I have 3 of my web 2.0's in front of the money site. Should I change anchors to exact or something else on these web 2.0's?

Such as from wikis? I do not like these links because I decided for unique links, therefore I need to pay probably around $1-$2 per unique article therefore I do not want to post articles on properties that will be probably be deleted in future.I use them on T2, but for T2 I have awesome manually spun article I can spin on 10 000 of copies.
Ranking for my 8100 searches per month site has increased, since I added 3 links from my PBN. So far I have added 10 domains on the PBN (9 since one is still isn't indexed for some reason). These are hosted on various cheap shared hostings and have links from huge sites such as wikipedia.
domain 2 - #40 - (was NA few months ago) - 15K searches - 10 links
before: domain 3 - #52 - 8K searches - T1: 9 web 2.0 - T2: 150 pligg + 3 Pr4 blog comments
now: domain 3 - #27 (+ 3 links form my PBN)

I still didn't rank it. However, it takes such a long time because I am no good. Keyword is ok. It just doesn't seem that web 2.0's are able to rank site on its own. I am seeing other examples but I might be mistaken. Maybe hiden PBN or something.

I have two words for you - manual outreach.
Ranking sites, even if they are small sites with small competition can be a very tedious work using just web2.0s and stuff like that.
Google for blogs in and around your niche, contact the admins and ask if you can buy an article/link/banner (must be an ahref followed link). If you are site isn't about gambling/pharmacy/sex you should have a good response rate and the prices should be quite low - a lot of bloggers do it just for fun and they don't mind selling an article for $5-10.
But you must target blogs that don't usually sell links, because this way the juice-push will be even bigger and the price will be lower since they have never done this and are not familiar with the usual prices.

Do you do this yourself? Do you use somethinh like http://www.twingly.com/search to find blogs, or there is something better?
It seems like it is much easier and cheaper to make a PBN, because then I can make more than one link there.

In this case Google is your best friend to find relevant/good blogs. If you a site (or it's subpage/article) is ranking on the first three pages for a specific KW it means Google is finding this site reliable in that specific niche. And you can go and google for various different longtails KWs that are somewhat associated with your site/topic/nice.There are many other ways to find such sites/blogs - like web directories, dmoz etc. but you still need to check the site whether it is ranking OK for some KWs and stuff like that. Finding sites directly through Google will save you this step.

I am not really sure if relevance plays any role. I got most of my web 2.0's in top 100 and they have links to my money site and some of them rank better that the money site.

Wait, what? Sorry I don't follow..
Having web2.0s ranked better than money sites is no big deal, since web2.0s are basically parasite sites -> they are on a strong domain like wordpress, tumblr etc. so they COULD rank better and faster.
Relevance IS a big factor when it comes to ranking - hundred links from blogs about dogs to your heavy machinery site/eshop is worse than having five links from blogs that talk about technology, industries, machinery etc.
