Add post cool down timers

I see now some newbies occupy the whole feed. Writing totaly nonsense, short answer but not breaking any rules.
1 post / minute. 10 minutes - 12-15 posts written. Then these accounts will be used to bump threads.

So make one, simple, really simple rule. There are even ready plugins for Xenforo. Even Xenforo should have the feature.
Newbie - 1 post / 25 minutes
Others - 1 post / 5 minutes
Staff - unlimited

The forum quality will increase dramaticaly. Even newbies will not spam some nonsense. One have even post "On the road to Jr VIP" xD
 
I'm unable to check these details with my account permissions, but I'm quite certain there's already a post cool down timer in place here on BHW.

I understand wanting to limit spam on the forum, although we also have to keep in mind that we don't want to affect genuine users of the forum: there are cases where it's perfectly acceptable to post once every few minutes. I did so myself as a regular member of the forum whenever there were threads I quickly read and responded to. There's some excitement in being new to a community, and limiting new members to 1 post every 25 minutes would put off new members. I know this because I've been on forums with these kind of restrictions, and there's a reason I don't use them now. I suppose the team can re-review the existing timer, but there are no guarantees it will be adjusted until the current data is reviewed.

If you see someone inflating their post count, please send in a report so that our moderation team can deal with it.
