Get windows 95 and use mspaint.exe. It's perfect for ad creation.

G0091e the words "Paint.net". Paint.net software is 100% free and there are tons of tutorials on how to use it on the forums. The software suggested to you so far are not dedicated solely to making ads and neither is this but they can all be used for that purpose.
