I have heard news that sometimes big edu startups acquire small youtube channels . But purchase or sale of youtube channels is against their policy. Then how is this done ?

Google say lot of things. There is differnece between actual law and what google thinks is law. Google also say do not ask anyone for backlink. How many websites will rank if noone try.ask for backlink?
Regarding how this is done. Usually, people start channel with separate email , phone number and sometime company.
If you sell the company, LLP , the youtube channel will also go to new buyer
