Accounts with different IPs, proxy noob needs help

Guys I urgently need to make accounts on a site and have 1 IP per account, I want to always use the IP to access the account as in if I have an account setup with 255.324.343.324:80 then I always want to access the account using this ip only, I want that the IP doesn't die off easily also I would like to know how can I get fast highly anonymous IP addresses, I want to have the accounts fast and want to use them for a long time
