I will number my questions for the readers convenience,

Please correct me if I'm wrong on any part down in the comments, from what I gathered,

T1 should be:

"Currently, the best and most powerful links that you will want for tier 1 are PBNs, niche edits and guest posts."

I get that I should add web 2.0's over here along with the foundation backlinks for diversity.

My conversation with a power user at: https://www.blackhatworld.com/seo/how-long-should-web-2-0s-and-pbns-age.1387279/#post-15037276 gave me the impression that it doesn't matter but a guide at https://www.blackhatworld.com/seo/guide-the-art-of-super-web-2-0-creation.683979/ which a VIP user says is a bit dated but is still very complete and https://www.blackhatworld.com/seo/need-help-for-web-2-0-link-building.1320537/ gives the exact opposite impression

1) Should web 2.0's be aged or not? Do we have a consensus upon this? Does this apply for PBNS? I suppose it should take a fair amount of time, months even if I am to age it good in the eyes of google. By aging I mean moving on like a regular blog, 1st post that day, 2nd post this day, third post this and fourth post that

2) Also, should I use spinners for T1 web2.0 and other content at T1?

T2 is:

"web 2.0s, lower quality PBNs, lower quality guest posts, bookmarks, wikis, article directories, low quality .edu / .gov links"
"any backlinks will work, but I usually prefer web 2.0s, article directories, spammed PBNs, blog comments"
"web 2.0s, profiles, and any rankerx type of links, GSA contextual links and cheap pbns should do the work"

3) Does the aging web 2.0 apply here or not? I suppose I should be spinning them over here.

4) The rule for everything except web 2.0's and pbns is that DA should be decent and the domain should be not spammed to oblivion, am I right?

5) Spinned pbns here?

T3 is:

Spam, simple as it gets. GSA SER blasting and shitty web 2.0's all over the place. Spam spam spam. Is this right?

ANY CONTRIBUTION WOULD BE MUCH APPRECIATED! I'M GOING TO START OFF MY PROJECT AFTER THIS!

1) You want the content/blog to look normal. You want the content to read like a normal person wrote it. I personally, don't use spun content often. Aged web 2.0's are good, but not everyone is going to age their accounts before using them and I feel like Google would know know that. However, along with everything else in SEO: aged = a bonus.
2) If you must use spun content, use them at tier 3 and below. Treat your tier 1 and tier 2 backlinks like you care about them and care if someone read the content.
3) See answer 1 & 2.
4) Yes, higher DA/PA is better. Always. You don't want spammed to hell backlinks for tier 1s or tier 2s. Some people spam their tier 2's and are totally find and still rank well. Make sure you have a good set of foundation links built. Strong tier 1 links.

Good luck.
