Google guideline said "Don?t email blast websites with requests to guest blog on their sites in exchange for links."

What if some one write a post and put a link, link back to my site? Isn't that the same type of link compare to guest post with intention?

Not it is not same thing.
He made a choice to link back to your website, and when you ASK for guest blog it seems like spam... So intention is different.

I suspect that you're missing Google's point. They don't want site owners to solicit links.

no I'm not. What if a post gone viral and everyone is linking back to my post, will google miss count those link as bad practice? I saw there's a conflict on this thing.

In the scenario above, Google shouldn't become overly suspicious as the links will appear to grow naturally over time. If you were soliciting links, the numbers wouldn't grow exponentially as time progressed.

In addition, if you posted as a guest on other blogs, the numbers would be fairly small. You wouldn't post to hundreds of blogs owned by other people
