Is there a difference if you receive a backlink from one website and then another site syndicates that same article with that same backlink?

Do you still keep both backlinks and does the second one lose any value since it wasn't their original content?

No, Google will always show the content that it deems the most valuable to the user.

I imagine that they consider searchers intent when determining that. So, they’re looking for the best answer to the terms/phrases/questions being searched.
 
Yes, there is a difference because when the original site you submitted your post to links to you, it's passing to you its link juice directly.

If another website syndicates that content that has a link to you, that other website is passing to you its own link juice with its own SEO metrics.

Depending on the site syndicating, though, they may suffer from duplicate content penalty.

But as you probably already know with syndication, it depends on the niche and it also depends on the overall domain authority of the site syndicating.

If CNN basically republishes somebody else's content, they're not going to suffer any penalties than if an unknown site with no domain authority republished somebody else's content.
