So I need to create 5 non English blogs as a tier 1 sites, but in my country buying high quality links is very expensive. So I thought about buying links from English websites, and then point them to the tier 1 sites. And when I point links to my money site, it's coming from a relevant website ( tier 1 - relevant language and content).

    Would this strategy work?

Yes, getting good links from english/international sites helps for your local country ranks, so don't spend money on the expensive links from your country and get some good international links
