Have you tried to monetize your YouTube channel from Novermber and right now with adsense? It seems that Kosovo is not working for adsense anymore even to list Albania as a country.

I heard Kosovo is not supported by the YouTube Partner Program or AdSense, meaning you cannot monetize your YouTube channel if you reside in Kosovo.

It is simple, it is still Serbia, so when you apply just pick Serbia as country and no problem
