how can i tell if my site is over optimized?
The thing with SEO is that you have to make your backlinks and your website look as natural as possible.
Let's say you have a website about cooking recipes and you want to rank for "cooking recipes".
Over optimisation is when you over use the keyword "cooking recipes". You should have a keyword density between 1.5% and 2%.
You can buy them, software or go to google and search your niche for comments to backlink on. You can also buy links in article.There is a formula for keyword optimizing, software or buy service under marketplace

Google high PR blog networks and guest blogs relevant to your niche or find a high PR backlink provider in marketplace here. Don't over use same keyword for getting backlinks, if you do so then it is over optimization. Build backlinks constantly over a course of time to make it look natural.
The hard way: Look at the high PR domains in your niche and approach them one by one and ask for a link through a guest post or payment for blogroll or banner slot.
The easy way: Rent links from backlink vendors whom have sites in your niche. Note of caution here: In 2014, there's a lot to be considered when renting links. It's just as important to look at the quality of backlinks to the site your getting links from, as is the stats (PR/PA/DA).

Its hard to get niche relevant and high PR backlinks specially at cheap prices. I would like to suggest you find some high PR blogs and forums then leave your website link on forums as a post and on blogs as a comments which is the cheapest way to get niche, high pr links.
