This will be a collection of questions I constantly see being asked on this forum related to paypal.

How do I set up a paypal account?
Setting up a paypal account is very simple, especially if you are looking to open a legit one under your name. Simply go to paypal.com, create an account, and fill out the information required.

Do I need to be "verified" to use PayPal?
No you do not. You can use paypal without being fully verified by adding a credit or debit card. You are free to send / receive funds like normal, but you are unable to deposit funds (from your bank). You cannot deposit funds from your own credit/debit card

    Is PayPal Safe?
Yes. Paypal is well known and by far the most used online payment option. Paypal is especially good towards buyers, as their buyer protection can protect you from scams. That being said, paypal can also burn you if you are a seller, so make sure to be careful who you sell to.

    What is PayPal.me?
Sometimes sellers give you a paypal.me link instead of their email address. Paypal.me is a relatively new feature only available in certain countries (namely the US). It is essentially another way to request money via a custom link.

    What is a Chargeback?
A chargeback is when a buyer claims a seller didn't provide what was advertise, or when an unauthorized payment is made. Paypal tries to get both parties to resolve the issue, and if unable, they will review each case and award the money to a certain party depending on the evidence. Keep in mind that they heavily favor buyers, so you would need substantial proof if you are a seller. It is EXTREMELY HARD to contest a chargeback for virtual items without a shipping code.

I have a negative balance. What will happen to me?
A negative balance happens when someone initiated a chargeback against you but you don't have the necessary funds in your account. Your balance will show up as "negative", and all money you receive will be used to pay off the "debt".

What will happen to me if I decide not to pay off my negative balance?
This is a complicated question. If you have your real info on the paypal account (address, phone, tax numbers, etc), it would be best to pay off the negative balance. What paypal does is it will try to call you multiple times, before charging your bank. However you can easily tell your bank to decline all payments to Paypal and they will usually comply.

After some time paypal gives your info to an independent debt collection agency. They will go through a variety of means to get the money, but long story short, their is no way they can "force" you to pay up besides going to court. This probably won't happen unless you owe a significant amount of money.

Like I said, you should definitely pay of what you owe if it was on your legit paypal account. If you have a stealth account, simply ignore it and nothing will happen to you.

    Do VCC's work with PayPal?
Most VCC's do. There are many different providers on BHW who sell VCC's if you are looking for one. Keep in mind the VCC must be in the country which you are registering's currency. US = USD Card, UK = GPB card, etc.

How do I create a stealth account?
I actually made a seperate guide for this. You can check it out http://www.blackhatworld.com/seo/a-guide-to-stealth-paypal-accounts.866472/.

Does paypal check your IP Address?
Absolutely. Too many accounts on an IP will lead to them taking action (either by banning or requesting verification). When making stealth accounts, ALWAYS clear all cookies and use a high quality private proxy from the country you plan to register the account on.

For US accounts, when does paypal ask for my SSN?
They usually ask for your SSN / further verification when you reach $20,000 or 200 transactions a year.

In which country does paypal not ask for verification which I cannot fake? (SSN)
In Canada, the equivalent of a SSN is a SIN (Social Insurance Number). Forcing residents of Canada to give their SIN is illegal, so therefore, paypal can't ask for it.

Paypal is asking me for further verification (ID, proof of residence, etc). What do I do?
You can easily fake these documents with some good photoshop skills. There are a couple BST's in the marketplace that offer such services. The only thing you cannot fake (and is a felony to) is your SSN, which is why you either make an account outside of the US or manage your transactions carefully before you hit the thresh hold.

I have a question not answered here.
I will gladly answer any questions you have IN THIS THREAD. Please don't make a new thread asking questions answered before, as many members don't like it. I've been selling VCC's and Stealth Paypal accounts for a while now so im pretty knowledgable on this topic
