Here are some basic stuff from the tip of my brain... to help build your page better without FB adverts.
1. Find related groups and share your content from your pages to those groups.
2. Dont share too much from one account in one day; use multiple accounts.
Take time and build an empire; study FB limits and stay off the radar.
Build accounts (manuslly) weekly via pc, phone and tablet along with virtual tech like Android silumators (Andy, BlueStacks etc with various web browsers) and Parallels (With various OS).
Specifically, use some accounts for sharing to groups and others for conveying users to your pages and groups.
3. Post photos and videos as much as you post web links.
Make sure your content is new and high quality. Be consistent.
4. Dont post too often to your page in one day.
Study When most of your fans are online and post a hour ahead and during those period.
5. Create your own group(s) to support your page.
Add friends from related groups to your accounts then invite those friends to your group(s) and page.
6. Go live (must be interesting) share the live stream to related groups.
Ask live viewers to like your page and share the video, pin your comments.
7. Create a universal page for general partneships with other's related pages. Build it adequately and allow other page admins to share content to yor universal page while you share content from your main page to theirs.
8. There is this great way to get decent amount of quality targetted likes: post viral content (web links with LikeJacker) and boost those post to users from tier 1 countries. Use this method careful.
There are a punch of BH tools on the market here for FB automation; consider wisely.
Loop holes are always there; experiment and dont be afraid to test the deep waters.
