No this isn't a PR service actually. What we do is, do some research to find an expired domain in your niche that already has an article with backlink on these media outlets like Forbes, Washington post etc.

You then do a 301 redirect to your domain which will transfer the link juice to your website. So over few months the 80-90% of the link juice gets transferred to your website. For example if the expired domain that we give you had an article on Forbes and you do a 301 redirect, the link equity of the expired domain gets transferred onto your website.

I received a review copy for this service
OP asked for my niche and target domain in order to check niche and eventually relevance and after few days sent me a potential domain for the redirect.
Overall the domain is good and OP asked me before transferring it if it was ok, so domain was very aligned with my niche and seller give you option to ask for another domain if you don't like the one initially provided.
As first domain was ok (and after actually asking me) he did the domain transfer very quickly.

Domain has a clean profile and does not show signs of link farm and spammy history, and obviously has the advertised backlinks from authority site that he stated.
Good service for redirect domains and PBN domains!
