Can a 5 Star Hotel website be beaten in SEO rankings or cannot be even competed with?
What a 5 star hotel website has to do with SEO rankings? obviously you can do better!
Every website can somehow be beaten.
You can complete with any star hotel, whether it can be 5 - star or 7-star hotel no worry.
I would consider a number of factors. You have a URL listed so I'll assume that is your hotel. The first thing I notice is that there are no pictures of the outside of the facility. My first thought is, "how safe is this hotel?" You don't have pictures of the outside which would make me worry. The second thing is the poor English. You should hire an English writer to rewrite all of your content. Poor grammar will decrease your time on site and increase your bounce rate (if your target is English speaking travelers).
As for your initial question, the star rating of a hotel has nothing to do with the rankings in the search results, but it probably does indicate how well traveled that hotel is. A popular hotel is more likely to rank higher in the search results as they have a larger number of people searching for the hotel by name, more reviews, higher CTR, more bookings, etc. Each of those factors will lead Google to believe it's better for the search results.

That was just something that would make me cautious.
The hospitality niche is one of the hardest to rank due to the big boys in the vertical swallowing the game up. The sites like Trip Advisor etc are so hard to outrank due to their outstanding user signals & link power. The best way to try to steal a slice of their pie is to create content that revolves around longer tailed phrases (think pet friendly accommodation etc) as they do not target these as hard as the big keywords.
An extensive content & social strategy also compliments Hotel businesses overall SEO very nicely.
Aslo that hotel site listed on all major hotel search site (like expedia). That give boost to that on ranking
Is it a 5 star hotel as in Rated 5 stars by the AA for example, or does it have 5 stars next to the listing on the google serps?

If you mean the competition, then this aspect has zero effect on seo and rankings in search engines.
Hotel D'olives coming soon - is a classified three star located in Panipat.
Hotel images, how recent are they as an example?
Content isn't the best - colluding is not the best choice of words.

If you're trying to rank for "best hotel in panipat" keyword, it is very difficult (although possible) to beat TripAdvisor, Goibibo, MakeMyTrip and Hotels.com. Try to rank your site in TripAdvisor; you'll need an experienced SEO and it will take a lot of time.
