Simple Tik Tok is not a conversion platform. You will get millions of views, impressions and thats it. Its 100% upper platform.
The only thing it does well is the upper funnel UNLESS you are selling cheap kids stuff: sunglasses, soda, candy, hats and movie tickets.
 
for me i do Step 1: check again your ads campaign, creatives, and products/industry. Check your country's TIktok policies to see what happens, if they are on an update, or what else

Step 2: Submit a ticket to TikTok to ask the reason for not spending

The ads for these products look very attractive, and the features of the product are exaggerated. After buying, I feel like I’ve been fooled. haha :):)
