hello, Ipage shut down my websites because of a
    CGi Load problem.

Here is what they told me to do, but i do not understand most of it, but i have access to my ftp files.

We're contacting you to inform you that we've suspended services for your account. This was done because your site was causing an abnormally high amount of load on our shared platform.

    Script:
    /brown/index.php

In order to restore services we'll need you to agree to take steps to reduce the site's resource usage, this can include blocking abusive users/bots or in the case of WordPress implementing a caching plugin. You can download the access logs from the /stats/ folder and review these to identify any abusive users/bots. Specific IP addresses can be blocked through the .htaccess editor and crawlers can be blocked through custom .htaccess rules or a robots.txt file (links below).

If the traffic is legitimate we would recommend installing a caching plugin for the WordPress site.

Tell them to upgrade your hosting plan. That will be much easier.

if i cant get it back up, what would be the best way to move my site to another hosting?

lets say i bought a hosting plan at hostgator. Can i just get all my files from ipage through FTP and send to hostgator?

you can check it on the root folder, using fileManager in the control panel, or via Visitor statistics.
well even change hosting if the problem is the php file or to much visitor you will need a better hosting plan.

then try to optimize the script that related to /brown/index.php, to minimize cpu resource, if traffic is not the case.

Just transfer your site to hostgator. First buy a hosting plan with the penny for the first month coupon. Then if you don't already have hostgator for any other sites, you get one free domain (free for the first year) on the account. If you don't know how to transfer, call the number or go into the chat. They will do it for you. It's free. If you use my advice, give the $5 to a homeless person.
