    It`s legal but if you`re not a premium publisher it should be against Adsense`s ToS. But i´m pretty sure that the site has premium publisher account.

    Different rules for different publishers apparently.

    Yes, things work differently when you get special attention from Google. Premium publishers can do stuff that others can't.

    If you think the more ads on a page you have the bigger the chance a visitor will click on them is, you are probably wrong.
