4G proxy question (Urgent Answer needed)

I want to mass create account on FB for Ads threshold. When I use my phone to create the accounts out of 80+ only 9 was not banned and the campaign was successful.
I noticed some 4G proxy sellers have rotation like 2-5min etc
My question is for every rotation do I get a unique proxy not subnet and can I create a FB account after each rotation
