The one guy is based offshore, so they can fine him all they want but good luck on collecting any of that money haha.
He can live out his days in Thailand beyond the reach of UK laws or lawsuits.
Judging by their names they are UK citizens, I assume.
yes both UK citizens , but Thailand will not send them back as its not against Thai laws to spam.

even so called "trustworthy" , "old" and "huge" "serious" company like one of the biggest market research companies IPSOS............. working for mercedes benz, nestle and others... *is* dialing *RANDOM* numbers to get people on the phone. I worked there as a student in one of my first jobs ever a very very long time ago and so i know (oh my god when i think back at the hot female students working there... i regret i was so shy).
Question is, do they ever want to leave Thailand. The ICO can prosecute for non payment of fines which would gain a prison sentence. Interpol might pick them up one day when they're on their monthly visa renewal trip.
Interpol can only issue an arrest warrant. They have no power of arrest themselves.
