When Honeybird said that there are spenders able to spend even after a year he's right, but it's something not common. I remember Honeybird saying that he has people that registered through his affiliate link and they first started spending after 1 year. So keep on working on getting more registrations and it will eventually work out. You are not doing anything wrong when you are getting registrations.
It also depends on your traffic, if you have Tier 3 traffic then you will most likely not get a lot of conversions because they tend to spend less money on that than Tier 2 and Tier 1 traffic does.

That is also true, but we don't know about OP's promotion methods, traffic source. Is he/she tricking them to sign up, what's the country breakdown? 1,300 signups in itself doesn't tell much. If they were tricked into signing up or if the vast majority is tier 2, tier 3 members, those don't worth much. I can count on one hand the amount of tier 2 and tier 3 spenders i have. I guess not, but the thing is that the email address is optional when registering. They have to provide username, password, birth date and gender, the email address is not necessary at all.But they cannot sign up 2 accounts with one email right?
