I have 32,530 (no dups) tier 2 links that I need to do something with. I have GSA SER but I run it on a Virtual Box on my home computer. It is not going to handle backlinking this amount of links. I would imagine there would be a huge bandwidth usage concern trying to post to 32k+ sites (I don't think GSA SER uses sockets). I would imagine it would take a lot of time (my VB only has 2 AMD 6100 processors to run it).

What is the best way to get some backlinks to this big load of URLs.

GSA SER is socket based actually. What about your internet connection? If it is not fast enough, then it will be problem. I will recommend you to go for a cheap vps as they usually offer high internet speed.

I use Comcast. So it is 75mbps download maximum. It downloads torrents (with a lot of peers) at about 1.5mbps. Upload max is about 4 to 6 mbps, not sustained.

You know, these are Tier 3 links. I found a scrapebox blast of 75,000 for 5 bucks and an SER gig of 60,000 for another 5 bucks. At least that is around 4 links per Tier 2 URL.

Is that a good idea, or no.
