Can somebody help me out with this. I have one website A on page 1 and website B on page 3. I want to redirect website A so that it shoes the content on website B without losing any search engine rank. Is there a correct way to redirect to do this?

If I can't redirect, could I possible do an entire site rip of site B and then place it on site A. I figure this way, I would have some duplicate content problems. Even then, if I rewrote the content and left all the other html ie pictures, headers etc... the same, would that still count as duplicate content? or does google only take into account actual text?

Make 301 redirection, you will lose some power of the
    backlinks,but not much.

Would a 302 give away any of the linkjuice. I really don't want to lose any linkjuice because I am doing a local keyword and I am at #3 just above the google maps. I really don't want to fall off and lose any visibility.

Biggest question is why would you even want to do this? I would leave the ranking site alone and work on the other.

To answer your question, yes the images would be seen as duplicate because of the tags. That is unless you change them in the other site. Unless those images are unique to you then they are already duplicate content.

I still think it would be best to work on site B and have the best of both worlds.

Whats the point of having both websites?

Don't mess with the redirects! You'll lose the rankings on the first one and it can take MONTHS to regain them once you do a 301.

Therefore I'd recommend making UNIQUE content on SITE A that has good rankings and continue building that property up so that you can get top rankings on Page 1. Forget SITE B unless you want to get two rankings on the first page.

I want to have a mini domination of the front page. Site A is just a wordpress site while site b is the actual business site.
