Has anyone tried to find a backlink from Forbes that is expired and buy that domain? Is it worth in terms of SEO of I redirect?

What is the best approach?

If it has decent RD (30+) and clean link profile and history, I would take it and use it for PBN instead.

If the page in question had high traffic, then I would 301 it. If not I would build a PBN site with the domain.

Semrush, not sure if you can do it on a free account. I'd take an educated guess the traffic is not anything special anyway.

Yes, that would be good to use for PBN. Just make sure the domain is really spam-free.
