301 Penalty Domains QNs

Question 1:

If you were to 301 redirect a penalised domain with good stats to your new domain, and you will be able to rise in rankings.. Will the penalty push over to your new domain? If no, why aren't people getting those penalised domains and 301 redirecting cause i saw dropped penalised domains and was wondering why...

Question 2:

Got a domain that was penalised previously. Last year, in fact. I think penalty have dropped. Should i start 301 redirecting it or leave it be?
 
It will rise at first but then the penalty will pass to the new domain.
 
For me its doesn't pass i have penalized domain 301 to my blog and blog is ranking good and stable for medium competition keywords from last few months.
 
Oh i see, so we should get an expired domain name with no penalty...?
 
Better stay on the safe side and get a domain that hasn't been penalized.
But why not experiment with it on a less important moneysite?
 
I did this test (finally) after a lot of conversation about this. I 301'd a domain that used to hold a #2 position for a keyword to a brand new site in the exact same niche, after 3 weeks the new site did not gain anything and even lost ranking for a very low volume keyword that it ranked for naturally.

Based on this ONE test I would say it does pass the penalty. I cannot say this is true for every case because this was one test but that is the result I got. Take from this what you wish.
 
Penalty does indeed pass via 301.If your domain got penalize you wont get back in my experience.
