I have heard this a ton of times:

    3) No key phrase over 1.5%. Keep in mind to multiply length of word by its density. So if your keyphrase is "Best Blue Chairs", that would be 3% keyword density in a 100 word article.

    is it true or false?

It would be 1% in a 100 word article for that "exact term". Each word-pair and word also has it's own density. So "chair" might show by itself 6 times and have a 6%.

if the keyword chair has let's say 10% but you wanna target "best wooden chair" and it's at 1% can you rank normally for best wooden chair?

Just write your article normaly, don't focus to much on how you are going to bring that keyword in a phrase, just write normaly that's all.

This good question, You don't want to over-optimize your 1 word. Meaning you don't want chair to be 10% keyword density cuz the crawler doesn't look for exact keyword ( 3 keywords ), They read the whole page and the over optimization penalty will hit anything. Nowadays, its better not mention your keywrod, than to over-optimize your article. There are some threads by phpbuilt which go in depth about this

Even if you have "best blue chairs" mentioned 3 times in a 1000 word article, it would still be effective. Google knows what your article is about if you write it properly.

You start over optimizing when you try and fit "best blue chairs" in places that just don't need it.

Don't worry too much about keyword density especially if you are referring to yoast seo plugin.
