To answer both your questions, that price is a one off price. You pay the listed price and you get all the links and they are built over a course of 3 months.
You also have the option to choose an upfront delivery and all links will be built over a 10-21 day time period.
Also there is a quarterly subscription option that gives you 15% off.
Yes, we have 3 review copies up for grabs at 30% off the listed price for anyone who meets the below requirements.

Purchased the Largest Package to test out on a Med/High competition keyword.
So far what I can say is:
1. Fast communication (both skype and PM)
2. Questions I had were answered in detail
3. loopline did some additional research and provided me with a visual aid to further help me understand the tiers he built for linking.
A+ so far, will report back along the way as I chose the "Drip Fed" option.

What I wanted to ask is, how are these links being built - that is, direct to the money site or is there some sort of structure going on? I have read the thread and do not think I missed anything, although there seems to be a lot of images at the bottom of your thread that are dead links and so maybe my question was meant to be answered there.

I have a graphic that we whipped up, Ill attach it, I think it will help you understand the link structure. There are 4 tiers of links, essentially. I don't see the dead images, but Ill figure those out and get them fixed up.

Just a quick follow up that support has been awesome since I ordered. I purchased the largest package and on a 3 month drip. Loopline has continually answered questions and been there for support. He seems to really know what he's doing. I'll be back in with a serp review shortly.
