Is it possible to have two sites with the same content, but different TLDs? I could put a rel=cananical tag, but has anyone implemented this before? I have a client that wants to have a presence in two different countries, but without dishing out money to re-create another site from scratch with new content.

    Any thoughts?

rel=cananical works within a domain. You cant use it on cross domain.
There is no other way. You have to create new original content for your new TLD. Convience your client to go with same domain like domain.com/otherlanguage and use rel=canonical there.

lol, the guy is worried about taking a day to write unique content for his site?

And when I say a day, I'm being generous. He could actually just pay someone to write the content or sit down for a few hours and do it himself :D
