Well from a personal blog network you only need one or two, what I sometimes do is just add in one like to my home page, then another link to an inner page that I am aiming to rank for another keyword. That keeps it looking natural and allows you to pass the link juice on. Adding 3+ might seem a bit odd and deliberate, but it is really up to you, the more random the better!

I would also suggest just a couple of links. You don't wanna seem to suspect to the allmighty G. :p I would be carefull with the anchors...just using the exact keyword doesn't do as much good as it used to.
    Good luck.

I would prefer 1 or 2 links max to your money site and that too only from content, im against footer and sidebar (when you can choose contextual links)

I'd personally only do 1 link per website, but I'm paranoid like that. I wouldn't suggest more than 2, though.

I would only include anchor text links in the actual content. But that's only because I continually create different content on my tier 1's so I always have new backlinks pointed to my money site.

    Home Page:
On many bloghost, you have one or several existing outbound links on a page. So, let's say you add online 1 link to your website on your page and let's imagine there are already two outbound links to other websites.
It means you will get only 1/3*100 = 33,33% of the google juice. If you had 2 links to your website, you will get 50%...
I think that article directory webmasters & blog host webmasters are happy nowadays because the guys like above build pagerank for their website since they send google juice to their websites.
In the scenario above: the webmaster will get 66% of google juice for its own network.
So, if you create a TIER 2 links to this particular TIER 1 site, you are going to feed more the webmaster website network than yours.

So, i think that those webmasters benefit from the fear of being penalized by having too many links.

However, look at google plus pages. Some of them have only links to one websaite and they aren't penalized.
Take lisa Irby google plus page: it is a PR 4. I counted 20 outbound links to her site 2createawebsite.
