1c click on adwords

Is it possible?I logged on to my account,tried a couple of keywords which are very searched for in my country.On the search network there's 0 competition.But freaking traffic estimator says that i have to pay 20c a click for 20 clicks because that's the whole amount of people that search for that word,lol. When in fact it is searched like a few thousand a month.Is it possible to have 1c per click on the content or search network?Preferably content so i wont have to deal with quality score.It must be possible because on one of my adsense sites i only get 1c per click. So,what do you guys think?
