Wtf is wrong
Link work fine shorten with goo.gl but only 40 click?!
We can't know what your followers think. Did you bought these followers or they are legit?
How did you acquire the fans?
How long did it take to get 40 clicks?
the subscribers real?
Are you posting when most of your followers are active? Do your fans speak the language? Does the post look suspicious? Are your fans targeted? Think about the answers to those questions and then you will find what's wrong.
Maybe you need to check the quality of your followers man. Some of them aren't doing what needs to be done. Because of that, you'll need to remove the fake ones and keep the followers that show real engagement. I don't care if you paid for them or not, you're going to need to clean it up on the follower quality if you want to have an easier track of engagement and user likes on Instagram.
I don't think this is the great choice, more followers=more $$, also if they are not real.
Maybe he is not even engaging himself also, sounds to me he build 100k through all kinds of dumbe methods and thought he could get rich quick and now find out it takes a lot more effort then just having a big following and then drop a link shortener
they just follow back because you follow them in the first place
not all of them are interested in ur content
try to post more images and stay active to engage with ur followers

Obviously Example 2 would be more appealing. Also try only following people who leave comments and see if it improves your engagement.
Unless FollowLiker has an artificial intelligence component that engages directly with users beyond liking their pics, all it really is useful for is gaining the followers in the first place. You have to do the actual engagement with your users to get clicks.
You also need good headlines before the link. Don't listen to people who say shorteners don't work, they absolutely do, but not if you're like "Buy this thing: https://goo.gl/buy-me" not many people will click. You need to do some real marketing like urgency, "We only have 29 left!", fear, "Don't break your phone, get a designer case for 20% off at https://goo.gl" or ego, "Get it before everyone else!", etc
In other words, you need to be a real marketer.

I still got low click, today I published a post about my link and I got lot of like but still a few click.!
What kind of hashtags do you use? #follow4follow #like4like type of hashtags? Are you targeting your followers for your specific niche or are you just following followers from random accounts? Are you only following users with display pictures or also people with no display pictures? How does your theme look? How do your photos look? How's your content marketing strategy? Have you done research into your profile's peak times in terms of post engagement? Have you developed trust with your audience?
Stop just looking at your profile as a way to make some quick money and develop an actual brand.

So what should I sell?
I'm currently working my way through Instagram just now and if you're not targeting people in your niche and have just randomly followed people outwith it then you're not going to get a good engagement rate. For example, my main account is in the 'babes' category. Therefore, when it comes time to follow people to build up a fan base, I went towards people that are following similar accounts (but with lower quality photos, which should be obvious). My engagement rate just now is approx 11% which isn't too bad.
Plus, depending on what your niche is, people aren't going to buy an ebook. Unless of course you're doing an IM Instagram account. But then you've got the problem of providing quality content daily for your audience.
