I also remember seeing something happen like that in person 9 years ago. There was a well-dressed family that pulled up to a street corner that was close to a major intersection in their brand new car. The first time I passed by, I saw them getting out of their car with cardboard boxes, but I didn't think much of it. I passed by again 15 minutes later and saw them waiting at the edge of the median strip, throwing dirt and sand in their hair and wearing raggedy clothes. I passed by again 30 minutes later and saw the same family holding up signs that said "We Are Homeless. We Do Not Have A House, Car, or Money. Please Help".

I think the last time I gave someone money was a year ago and I just did it randomly since the man in question never begged he just looked like he was going through rough times. I'd just found out a friend of mine living in another state was homeless living in his car for 7 months without telling anyone so that totally influenced my decision. The guy I gave money to would wander around public places with his suitcase and sort of hang out until someone asked him to move. The police eventually picked him up and I never saw him again.
Before that I was very against giving people money. I would buy food, water, whatever but I wouldn't offer cash. I once gave a young man $10 because ran the gas line on me. I was putting my baby into the car seat when I noticed him change directions from walking to the gas station to going to Panda Express. I grabbed my baby and ran into the restaurant where that pos was ordering food and laughing with friends. I had a fit, made a scene, and said if he was so desperate for food he had to lie and take money from a hard working family then I hoped he enjoyed the meal. He gave me my money back and I ran off.
