$100 AdWords? How To Use It?

So when you get a new account at hosting, they give you $100 AdWords card, also when you join Google Analytics or something, I think they also send you $100 in AdWords...?

So here is my question... You know how there is tons of people here who sell $100 for $20? $100 for $10? And so on, and so forth? So my question is... Let's say I buy it? And they give me an account... What do I do with it? Just set up my campaign to my money site? And once the $100 is gone, I buy another $100 and just keep reusing it?

... Wouldn't everyone use that?
... Or everyone IS using that?

What are the 'bad' things about it.. as in... Can my money site get de-indexed? and such?

You can only use one $100 voucher per account so what you're saying is not possible.

Only 1 voucher for each account (which is allowed)
People use duplicate account with VCC and other techniques (best known to them) to use additional vouchers. (which is not allowed)

If you are caught..,,rinse and repeat with more duplicate accounts ( I guess so)

Use one voucher each account , make multiple account to use vouchers .

So I need to get a VCC? (Virtual Credit Card?) Umm.. why? Sorry I'm a complete newb... Is a VCC the same thing that you can buy at your local Shoppers Drug Mart? Like a "Pre-Loaded Visa" or something? that has $50 on it or whatever (for people who want to shop online, but don't want to use a REAL visa?)
