I was looking up my #1 competition in majestic, and it has over 100,000 backlinks but only ~600 referring domains.
    backlinkwatch.com only shows ~400 links.
I'm confused, why would it show over 100,000 backlinks, but only 600 referring domains? Wouldn't that be seen as spam? Do you think the best route to go here is to just slowly build up 700 Web 2.0s and I could outrank?
    Thanks in advance!

It is a common situation with the websites that have a lot of Reffering Domains. I would give 2 explanations about how it could happen:
    1. It can be just a few reffering websites that have thousands of duplicates of the same page. It can be caused by some mistake on these websites or simply by a specificity of a CMS on which these websites are built.
    2. There are a lot of different backlinks on different pages of a specific website. There is a slight possibility that somebody (a competitor, for exapmle) has made a huge spam campaign for the website you were monitoring.
In most cases the first explanation is the reason of the situation. As far as I know, it should not harm a website. I haven't used backlinkwatch, but I use majestic and ahrefs, and I see that most top ranking websites (they mostly have a considerable backlink portfolio) show the same picture as you described.

700 Web 2.0s doesn't sound that good, it is much better to look for different types of backlinks in order to look more natural. Look at your competitor's backlinks, define what types of backlinks he uses and try to do it better. For example, 200 Web 2.0s and the rest 500 - something else (what you will find after competitor monitoring)

    Sitewide blogroll links, most likely.

footer or sidebar links. It is not spam, it is POUWA. He is making Google his bitch.

Sure, you just build WEB 2.0s and guess when will you outrank him?

Not necessarily spam, but it can't be good. One of my sites had a lot of backlinks (more than 100,000) for a reason I won't explain. Once I slowly started removing them, my rankings went up.
