it is impossible even if you pay $100 because now networks are tough on recruting affiliates
Just get your own for free, it's easy.

I guess your traffic is shit then

i had tried. my traffic from seo. but also got reject. look like shit
Here's what you need to do:
Get yourself a domain that is relevant to CPA offers, relating to reviews or info for health, business, finance or something like that. Install wordpress on it. Put an autoblog plugin like wprobot or wpomatic on it and throw some content on it.
and pick out some affiliate managers at some major networks so that you can say "I am currently working with so and so at so and so network...but looking to expand my CPA repertoire" They won't check on those, trust me.
Don't tell them you're running email lists, they will only get worried about spam issues. Tell them you are using PPC and/or banner media buys to push traffic.
If they ask which "verticals" you're interested in running, have something ready to say like "I'm flexible and interested in anything that converts well. That being said, I've had good results with the ____ industry and the ____ industry" so far (health, education, entertainment, email submits, ringtones, loans, etc....). Make it seem like you are actually experienced.
That's all I can think of for now. All in all, just present yourself as a professional marketer. Turn it around and ask them questions about their cpa company and make it seem like you're interviewing them. Put yourself in the shoes of a whitehat marketer. You're going to be making money for them. Why should you pick them as opposed to hundreds of other options?
Also, if english isn't your first language, don't worry about it. Don't be afraid to call them up or receive phone calls from them. Just let them know that your english sucks and be confident about it (using whatever language you can muster up to get that across of course). If you're confident and make an attempt to communicate with them, they'll know that you're serious either way.
