I have the same situation here. They might flagged all VPN/proxies. That's easy for instagram, every proxy belongs to a company, just block all IP addresses of that company. But rigister with cell phone number doesn't have that limitation. works well for me.

Actually I have a bot which can register new IG accounts automatically. But seems recently IG has some problem, you just unable to create new account without a cellphone. I tried hundreds of proxies with no luck. there is a thread on BHW discussed this problem...
