However if people land on a page, find exactly what they want, and leave, wouldn't that count as a bounce technically? You're going off the assumption that the pages aren't relevant to what the user is searching for.

Either use Cloud Indexer as someone said above, or use tools that will ping your link to a bunch a whois websites such as Scrapebox's Rapid Indexer. Or you can just wait, time fixes everything. If your backlinks are on high authority domains, it shouldn't take as much time for them to be indexed.

As other people said, it's likely your hosting, or you use a bulky responsive template as shown by "Prioritize Visible Content" and "Compress Images". I don't believe Google uses PageSpeed to determine ranking, as a lot of the criteria come in conflict with some of the things Google provides...
