They're good when they get it right, they're catastrophic when they get it wrong, which seems to be the case more often than not these last couple years.
They've been struggling for a while now with indexing and even the last PRU was all kinds of messed up. I suspect this is just a fix, but instead of saying "we've been fucking up" (which Google has never and will never do) they pitch it as some hyper vague quality update.
