I do, i haven't noticed any difference between them. But some people claim theese accs are more ban proof, but not in my case, i don't have much bans tho. If you post a lot of sexy/nude pics on your profiles it is sure way to trigger report and get acc banned faster.

I have some experience with refunds :D You can check similar cases on their support forum https://www.paypal-community.com/t5/Refunds-and-cancellations/refund-on-digital-goods/td-p/462065 And i think they already emptied out their paypal accs. I doubt pp would refund everyone out of their own...
