Agreed, costs me a fraction of what providers over here would charge for their supposedly private proxies. Buy low end VPS's from multiple providers at multiple locations (read different subnets) and install squid3.

All it says is that such VPS will have "latest CPU" (too vague), good network and some pre-installed tools. Not worth it IMO if you can get a better config/price deal somewhere. For $22/mo you can get a dedicated server from Kimsufi and install windows (google how to do that).
