Interspire and PowerMTA should get you going. You will need a server with many dedicated IP. I doubt this setup is more expensive than the commercial setup

maybe it kind of sound like that :) but many freelance website like odesk allow you to work with them on per project basis. once they hv proven themselves, you can retain them on per hour basis.
