I never noticed a difference when changing a title, many companies split test titles etc! But I would never touch the perm link! Make sure your happy with it when you hit publish.
I have a couple Weebly sites and can say that since you are primarily using it for blogging I would go with Wordpress.com which can be migrated to a self hosted site pretty easy in the future.
Interesting to see what others are getting in traffic but I think a better question would be what strategies are you using to get that traffic. How and Pins per hour/ day, how many followers do you have, how do you utilize group boards etc?
