If you can't afford hosting for a PBN, then I wouldn't recommend to go for a PBN, see other cheaper ways for backlinks and target easy keywords, most of the time you don't need a PBN for easy keywords at all, start with normal stuff like Web 2.0s and when you start earning go for the next level.
