Am I missing something, you cna use GWMT to check other peoples links??

So for ranking local stuff, do you need to get around the whole need for a physical address? Building citations, dont you need to submit an address/phone number? Ive always thought that ranking local sites is easier, so to build a few and then try and sell them on once they are gaining traffic...
