I wouldn't mess with it as far building links. Just build new links with your exisiing web 2.0s or create new web 2.0s. If their not getting indexed there's no use in trying to beat a bad horse anyways.
Not sure how old the domain is since being active, but if you do a simple search in Google with site:domain (without http) then if it shows some pages indexed, that's good sign.
I wouldn't buy it for any more than the cost of materials it cost to out it together...maybe. Anyone can build a website, that's the easy part, but not a lot of people can generate good traffic to a site.
Always read full terms about payment on sites like this - else may be able to. will earn but not get paid. Maybe you can buy a US forwarding address or something and just wait to your cash builds up to cash out.
