Personally I think using a PBN is it a bit problematic, because if one of your sites starts to accrue any type of SEO erosion then it'll pass on to the rest. I keep my sites independent from each other so if one of them starts dropping I can just replace it with a different site that has better...
We (my company - undisclosed) use our target metrics - mostly domains with CF20/TF20 and sometimes a high PR, though less so lately. We buy in bulk so that way we can pick out the ones that don't perform as well.
